
Fair Pay Practice Tools Film Festivals 2026 ready for national application

FairPACCT’s Film Festivals Chain Table, with support from Berenschot, has expanded the Film Festivals Reference Functions Function Book (1) to include reference functions for directors of film festivals. The Standard Basic Regulation on Secondary Employment Conditions for Film Festivals (2) has also been updated. Earlier, fairPACCT published the indexed fair pay salary scales and guideline zzp starting rates (3) effective as of 2026.
After a public consultation in the fall of 2025, the updated Job Book and Standard Basic Regulations were adopted by the Film Festivals Chain Table on December 4, 2025.
Fair pay practice tools Film festivals 2026
As of January 1, 2026, the updated fair pay practice instruments for film festivals are effective. These instruments support film festivals in applying fair pay and fair practice and provide a floor for pay and working conditions.
(1) Job Book Reference Functions Film Festivals – Version 2.0 – December 2025
The Job Book contains the official job specifications for film festivals, with reference functions and associated job ratings linked to the fair pay scales film festivals.
(2) Standard Basic Scheme Secondary Working Conditions Film Festivals – Version 2.0 – December 2025
The Standard Basic Scheme describes the lower limit for secondary working conditions for employees at film festivals in the Netherlands.
(3) Fair pay salary scales and guideline zzp start rates Film festivals – December 2025
The tables contain the indexed salary scales for working people that are consistent with the Film Festival Reference Job Book (1) and are based on the Collective Bargaining Agreement for Theatre and Dance (reference date January 1, 2026). The zzp starting rates guideline derived from this is also included. An indicative overview has been added to support this with various designations for reference functions as used at various film festivals.
Chain Table Film Festivals
The Chain Table Film Festivals has been working since January 2024 within the fairPACCT program of Platform ACCT on the development of practice tools as part of the further elaboration of the Fair Practice Code under the leadership of independent chair Doreen Boonekamp. In doing so, the chain table was able to make use of preliminary studies that had already been carried out on the initiative of a number of larger film festivals with the desire to arrive at appropriate working conditions and fees and to strengthen and make sustainable the labor market for workers at film festivals.
Participants of the chain table film festivals are representatives of work professionals, employees, freelancers and advocates involved in the following organizations: Cinekid, International Documentary Film Festival Amsterdam, International Film Festival Rotterdam, Nederlands Film Festival, Kaboom Animation Festival, International Film Festival Gorinchem, Movies that Matter, Noordelijk Film Festival and the Kunstenbond.
