Better conditions for the use of self-employed workers and employees in archaeology practice
Objective:
Develop a job building with salary house including management positions, standard fringe benefits regulation and a guideline (starting) rates for side-by-side freelancers.
Type of activity:
Consultation of about 10 representatives, being a broad delegation of performing arts festivals and zzp’ers subsidized by the State or the Performing Arts Fund, to arrive at a concrete translation of the principles of fair practice, with an emphasis on the remuneration of commissions.

About the table
Launched in June 2025, the Performing Arts Festivals Chain Table focuses on 2 phases:

Those working at and for the organizations are in Stage 1.
Those performing there are in stage 2.
In part, the guidelines for those on stage can be derived from collective bargaining agreements. In part, those collective agreements are not there: many performing artists are not covered by them. However, one can look at rates that other Chain Tables have established, for example, for three types of performing musicians and for authors/ spoken word artists. For actors and dancers not covered by the Theatre and Dance collective bargaining agreement, no guidelines have yet been made by other Chain Tables, nor for circus artists.
From the United Performing Arts Festivals it has emerged that a further inventory should be made of the current terms of employment and working conditions. This will identify the wishes for improvement in the light of fair pay. This research, called, Voorstudie Beloning Podium-kunstenfestivals, has been done by Bureau HTH Research and is for consultation with the chain table members.
In addition, it is useful for the Chain Table to take note of current developments in the (sub)sector. For example, several organizations in the performing arts (companies and venues) are currently in the process of aligning their job structures within the collective bargaining agreements. This is being done with the help of job evaluation agency AWVN and is (partly) funded by Platform ACCT. It should be completed by the end of 2026. Most performing arts festivals do not now fall within the scope of the current collective bargaining agreements.
A Chain Table has also been started with technical suppliers for events. NAPK’s Lineke Burghout has a seat on it, precisely to monitor overlap/comparison with existing collective bargaining agreements.
Preliminary research
Pre- and background surveys typically identify the current state of affairs within a subsector. These surveys, commissioned by Platform ACCT, guide the determination of the most pressing issues of the chain table.
Start file
The launch file covers the process of starting the chain table. It also provides insight into relevant studies, regulations, developments, parties, terms and conditions of employment and working conditions within the subsector.
Participants
Participants in the Archaeology Chain Table include Greater Reuvens Consultation, Saxion University, Archaeology 3.0, BAP, SAMPL, VOiA and NVAO.
Target Note
The goals memo includes the intended goals of the chain table regarding practice tools, support and communication, implementation and assurance, and enforcement.
Practice tools
The practical tools to be created by the chain table could include good examples, framework of terms (with definitions), manual, fee guideline, proposals for (collective) agreements.
