Fair practice for film festival organizations

Objective:

Develop practice tools aimed at improving the working conditions of employees (employed and self-employed) at the organizations of the filmfestivals. Also attention to the position of interns and volunteers.

Type of activity:

By 2023, 7 larger film festivals commissioned an independent benchmark. Based in part on this, ongeveer 13 work providers and workers at large and small film festivals plus the union in the chain table at 2024 guidelines develop to the Fair Practice Code to translate into appropriate laborterms and zzp rates.

Arts Association, various boards/HR staff/staff representatives/zzp people at film festivals. There is no national umbrella association for the 115 film festivals in our country.

Long and complex chain
The chain involved in the Film/AV sub-sector is long and complex. It involves the parts production incl. pre- and post-production; distribution; exploitation/exhibition. Films from our country and abroad are screened by streamers, broadcasters, cinemas, film festivals and others.

Partly government funding including for film festivals
The quality, visibility and accessibility of Dutch audiovisual productions are important to OCW. That is why a supporting institution and four festivals for feature film and documentary in the so-called cultural basic infrastructure (BIS) are subsidized for several years. Through government funding to the Film Fund, there are also various financial incentives for a high quality film supply. As of 2025, this includes seven film festivals that will receive structural subsidies from the fund and a number to be determined that will be eligible for project funds. Municipalities primarily subsidize film theaters and film festivals. A number of provinces also make various contributions. There are 115 film festivals in our country.

Fair pay and fair chain
The Film/AV cultural productions cast and crew chain table was launched in September 2022. This has already produced four fair pay practice tools by May 2024: Framework of terms, Guideline on safe and healthy working in the audiovisual sector, Assignment Compass and From wage to zzp rate. Concrete fair pay manuals for each of the 13 distinct professional fields will follow, based in part on a survey of professional groups completed in early May. In febuary 2024, the Film Festivals chain table began. To begin with, this seeks to create a Job House, a Standard Regulation on fringe benefits and zzp rates.

Doreen Boonekamp, subject matter expert and independent consultant, chairs both chain tables. For Platform ACCT/fair PACCT, this connection is relevant. It would be advisable to let this sub-sector serve as an example for a chain approach. For the sake of the concretization of the aspects of fair pay and fair chain, as mentioned in the Fair Practice Code. In view of this, there has already been contact with the movie theaters.

Pre- and background surveys typically identify the current state of affairs within a subsector. These surveys, commissioned by Platform ACCT, guide the determination of the most pressing issues of the chain table.

The launch file covers the process of starting the chain table. It also provides insight into relevant studies, regulations, developments, parties, terms and conditions of employment and working conditions within the subsector.

Participants in this chain table include representatives from the Arts Unionand various managements/HR employees/staff representatives/zzp’ers at film festivals.

The goals memo includes the intended goals of the chain table regarding practice tools, support and communication, implementation and assurance, and enforcement.

The practical tools to be created by the chain table could include good examples, framework of terms (with definitions), manual, fee guideline, proposals for (collective) agreements.
