About fairPACCT
Objective:
Translate the Fair Practice Code into concrete tools for application in practice.

fairPACCT
In November 2021, Platform ACCT launched the Improving Working Conditions and Collective Agreements program, funded by the Ministry of OCW for the period 2021-2024 (phase 1). The name of the program has since been renamed fairPACCT.FairPACCT is aimed at concretizing fair pay and fair practice in various subsectors in the cultural and creative sectors.
For each sub-sector involved, workers and work providers, among others, take place at a chain table (conversation table). They do together Proposals for better working conditions and develop practical tools, such as tariff guidelines. In this way, translated the Fair Practice Code into concrete tools for application in practice. The knowledge gained will be secured and shared with the wider cultural and creative sector.
FairPACCT operates on the premise that sub-sectors or professional groups will eventually take ownership of the developed practice tools and continue the dialogue between them independently. A strategy for this will be developed in the period 2025-2028 (phase 2), for which a supplementary OCW subsidy has been received. In addition, 9 new chain tables will be started in this period, new practice instruments will be developed with existing chain tables and existing practice instruments will be updated and developed further.
FairPACCT is hosted by Platform ACCT. The program team consists of Noud van de Rhee (program manager), Lydia Jongmans (program secretary) and Jet Parent (program officer).

Program objectives
Many workers in the cultural and creative sector have temporary contracts, low average incomes and no (financial) room for pension accrual, training and/or disability insurance. Strengthening their income position and developing future-proof working conditions stimulates this thriving sector and is also of value to the economy and society as a whole.
With the help of a project grant from the Ministry of OCW, the incentive program fairPACCT within Platform ACCT should promote this strengthening and development and realize it as much as possible. This explicitly involves the employment situation of all workers: salaried, self-employed, hybrids, subsidized and unsubsidized, interns, volunteers and starters.

Method of working chain tables
- Have further research done on the concrete position of the employed
- Creating greater awareness and transparency about the current labor situation and pricing within the subsector and among policy makers
- Development of practice tools such as good examples, benchmarks, concept frameworks, manuals, guidelines and proposals for (collective) agreements
- Promote implementation of practice tools
- Organizing a structural dialogue
- Encourage enforcement of agreed improvements
HTH Research
During one year (with some run-out possibility) there is intensive guidance, where necessary with additional activities in the following year. The intention during this period is to create a structure so that a chain table can proceed independently with the issues on the agenda in the labor market.
Sub-sectors involved
The cultural and creative sector is very broad and varied, so an order of sub-sectors must be followed within the three-year program. Six tables per year can be supervised from fairPACCT with a possible run-out, so a maximum of 18 in total.
At the request of Platform ACCT, an independent study on the terms of employment and working conditions of freelance musicians (pop and classical) and archaeologists was published in March 2021.
Through a roundtable, needs were gathered among designers, professionals in cultural education and amateur art, film crews and media. They were the first to be approached to participate.
Photographers, cultural marketers/communication professionals and literary organizations have also now joined the program. The digital culture, jazz/world/impro, photography, visual arts and film festival subsectors are also involved. Interest has been expressed from interdisciplinary theater productions, comic design and architecture.
Guidance Committee
The guidance committee advises and supports fairPACCT in the creation of better working conditions and collective agreements within various disciplines in the cultural and creative sector.
