Appropriate fees and good conditions in arts education

Objective:

Develop a fee guideline for the employment of independent arts professionals in cultural education and amateur art, outside the collective bargaining domain.

Type of activity:

About 24 representatives of zzp arts professionals and their clients will engage in a year-long dialogue and jointly develop a remuneration guideline with tools for application in practice.

The CAO Arts Education covers much of the labor relations within arts education and amateur art. In the latest edition there is even a link to digiPACCT, where a calculation tool is posted that calculates freelance rates for teachers who work on assignment. At the same time, this certainly does not cover the entire sector, on the contrary. Many teachers and other professionals work on commission from individuals or parties not bound by this collective bargaining agreement. For appropriate remuneration, a good rate is the basis, but at least as important is the question of what effort is and is not paid. For example, can time for travel and preparation also be charged? And if so, how do you determine the total scope of your efforts? The chain table will work with these questions. Bertien Minco, sector expert and independent consultant, has been appointed as independent chair.

Chain table considers labor market agenda

In good cooperation with LKCA, the preparation of this chain table was started. Choices had to be made to delineate the target group and sharpen the focus on the theme. The exploratory labor market research of HTH Research was helpful in this. LKCA and Platform ACCT, among others, had also been working for some time on a labor market agenda for the sector. Elements from this agenda were transferred to the chain table. Subsequently, in consultation with the Creative Coalition and LKCA, parties were approached to participate. The chain table met for a kick-off session on June 9, 2022.

Delineation representatives chain table

Much time was spent in finding the right representations that follow from the demarcation of the subject matter. As mentioned, this demarcation means that the table does not focus on the part of the sector regulated by the Collective Bargaining Agreement for Arts Education, nor on professional practice where private individuals are commissioners. The table does focus on the large, informal and less visible field in between where principals can be found, for example, in the social domain and with private providers for arts education and within school-based projects. Mediators and teachers are well represented at the table. Where necessary, the chain table makes use of independent research by agency Social Finance Matters.

The launch file covers the process of starting the chain table. It also provides insight into relevant studies, regulations, developments, parties, terms and conditions of employment and working conditions within the subsector.

The goals memo includes the intended goals of the chain table regarding practice tools, support and communication, implementation and assurance, and enforcement.

The practical tools to be created by the chain table could include good examples, framework of terms (with definitions), manual, fee guideline, proposals for (collective) agreements.

Research firm Social Finance Matters was commissioned by the chain table Arts Professionals in Cultural Education and Amateur Arts to compile a reference framework of existing collective bargaining agreements and rate guidelines. This provided insight into the positions, grades and hourly rates used for these and similar groups in existing collective bargaining agreements and rate guidelines.
