Fair practice for visual artists and art institutions

Objective:

The ketable Visual Arts develops and maintainst praking tools for visual artists and visual art institutions in the context of fair practice (Fair Pay, Fair Share, Fair Chain). Deze praktijkinstrumenten stellen opdrachtgevers en nemers able to (collectively) among other things. to achieve fair compensation. It encourages also good employment practice eand employment and good working relationships in the visual arts.

Type of activity:

The activities concern the Directive on Artists’ Fees (recalibrated in 2023) and The National Terms and Conditions for Art Assignments (2015). The chain table wants to furthermore, a contribution deliver to the Collective Selfie (2019, recalibration in 2024). With continuation by 2025 it can also go to: work contributions/professional expense allowances, (socially) safe working environment plus conditions for rental and use of ateliers and incubators.

Collaborative partners:

The Visual Arts Chain Table represents all stakeholders in the visual arts: professional art education, visual artists, galleries, fairs, presentation institutions and museums. These organizations have long been affiliated with BKNL (Beeldende Kunst Nederland), which continues to exist as an informal consultation focused on advocacy.

The chain in the visual arts has many components such as training, development, production, distribution and off-take. In particular, the state has the financial responsibility for training (art schools) plus part of the development (work grants).

There is a decentralization allowance for visual arts to almost 40 large municipalities, which they have to match. For production, the focus is on the national government, but other governments are also active in this regard (projects, commissions and purchases). For distribution and acquisition, it is mainly the municipalities that are in the picture. This applies strongly to studio and incubator policy. Presentation institutions, art museums and festivals can be subsidized by both categories of government. Some provinces provide distribution through visual art centers and art loans. There is also a free market of galleries and art fairs, among others. With a view to fair practice and, in particular, fair pay, this large and diverse chain leads to multifarious activities and parties for the Fine Art chain table.

There is a Museum CLA. There is also a Guideline job and salary structure presentation institutions visual arts. The Chain Table Visual Arts can also boast of the activities developed by BKNL (Beeldende Kunst Nederland). For example, a first version of the visual artists’ fee guideline was delivered as early as 2017 with the support of the Mondriaan Fund and updated in 2023. This covers non-sales-oriented exhibitions and related commissions. Also, in recent years, based on available data, the so-called “collective selfies” about the sector have been realized.

But there is still more to do for the chain table. These include the further recalibration of Directive Artists’ Fees (2023) and the updating of National General Conditions of Art Assignments (2015). The table further aims to contribute to the Collective Selfie (2019, recalibration in 2024). Upon continuation of the chain table by 2025
may also include: work allowances/professional expenses, (socially) safe working environment plus conditions for rent and use of studios and incubators.

Pre- and background surveys typically identify the current state of affairs within a subsector. These surveys, commissioned by Platform ACCT, guide the determination of the most pressing issues of the chain table.

The launch file covers the process of starting the chain table. It also provides insight into relevant studies, regulations, developments, parties, terms and conditions of employment and working conditions within the subsector.

Participants in this chain table include Kunsten ’92, Overleg Beeldende Kunstacademies (OBK), Kunstenbond, Platform BK, Beroepsvereniging van Beeldende Kunstenaars (BBK), Beroeps Organisatie Kunstenaars (BOK), Nederlandse Galerie Associatie (NGA), Vereniging van Nederlandse Kunstbeurzen, De Zaak Nu and Nederlandse Museumvereniging. The Mondriaan Fund is a listener.

The goals memo includes the intended goals of the chain table regarding practice tools, support and communication, implementation and assurance, and enforcement.

The practical tools to be created by the chain table could include good examples, framework of terms (with definitions), manual, fee guideline, proposals for (collective) agreements.
