Chain Table Photography

Fair practice for applied photography in cultural sector.

Objective:

Preparation of a fee structure manual.
Creating a paper on best practices.
Manufacture of a tool for rates and copyright) licensing starting with the field of culture incl. events.

Type of activity:

Some 22 representatives from the circles of workers, work providers, intermediaries, vocational training and knowledge institutes will work together for a year on research, making analyses and developing products.

The protective fee guidelines for professional photographers that existed in the past were not allowed for a long time. In view of the relaxation as of February 2023, preliminary research into the fair pay situation was commissioned by DuPho and fairPACCT. In August 2022, the report “Photographers and bottlenecks in employment conditions and working conditions, An exploration,” was published on the basis of this. by HTH Research. Key conclusions included: Photographers have concerns, work providers do not; A rates guideline provides guidance; Copyright is a black box; Making agreements at least for submarkets; The future is uncertain, also given more and more hobby photography.

DuPho and fairPACCT discussed the usefulness of forming a chain table. Because fair pay in the (subsidized) cultural sector is increasingly becoming the norm and partly even compulsory, it was decided that the table would initially focus on this submarket. The photographers were immediately enthusiastic and they also managed to find a number of enthusiastic workers, agents and professional training/experts for the chain table. Ruud Visschedijk, independent consultant and former director of the Nederlands Fotomuseum, was recruited as chairman right from the start in May 2023.

Off to a great start with Handbooks on Rate Structure and Copyright

The chain table prepared the first two practice tools at its second meeting in July 2023. The programs of requirements were established for two handbooks: one on tariff construction and the second on copyright

The launch file covers the process of starting the chain table. It also provides insight into relevant studies, regulations, developments, parties, terms and conditions of employment and working conditions within the subsector.

The goals memo includes the intended goals of the chain table regarding practice tools, support and communication, implementation and assurance, and enforcement.

The practical tools to be created by the chain table could include good examples, framework of terms (with definitions), manual, fee guideline, proposals for (collective) agreements.
