In brief

FairPACCT is a program of Platform Labor Market Cultural and Creative Future (Platform ACCT). Working together to improve the labor market in the cultural and creative sector is the goal of Platform ACCT. The Council for Culture and the Socio-Economic Council showed in their reports “Exploring the Cultural Sector Labor Market” (2016) and “Passion Valued” (2017) that improvement of working conditions in the cultural and creative sector is necessary.

Subsequently, the work field drafted the “Labor Market Agenda Cultural and Creative Sector 2017-2023.
together. This contains concrete action points for improving the labor market position of workers in the cultural and creative sector. One of the action points was the creation of a sector-wide Fair Practice Code. This appeared in October 2017 and provides guidelines for fair, sustainable and healthy business and work. Platform ACCT has received a multi-year project grant from the Ministry of OCW starting in 2020 to develop the agenda together with the sector, concretize the code and improve the labor market in the cultural and creative sector.

Objectives Platform ACCT

Platform ACCT was established to permanently strengthen the labor market of the cultural and creative sector and improve the (income) position of workers active in it. This is done through social dialogue.

This is a continuous conversation between representatives of social partners (workers, contractors, employers and principals) and other interest representatives and governments. The social dialogue is used to work towards social arrangements (or sectoral covenants) in which the agreements made are secured.

Steps are also being taken toward increasing sustainable employability of workers, including through training and professionalization. In addition, efforts are being made to stimulate the market for the entire sector and to improve earning capacity for employed people. Finally, Platform ACCT is responsible for implementing and updating the Labor Market Agenda. This agenda was drawn up under the chairmanship of Kunsten ’92 and contains points for improvement for the labor market.

Methodology Platform ACCT

Platform ACCT works from an independent and objective perspective, as a network organization with and for parties in the field. Strengthening collective representation of the cultural and creative field is an important point of attention.

In doing so, Platform ACCT works in three ways (analyze, coordinate and activate) and on two levels (policy development and tools and instruments):

We know the labor market situation in the field because we proactively gather insights and encourage the field to share insights with us. We analyze, supplement, measure and substantiate these insights.

Based on our analyses, we explore possible solutions. We do this together with stakeholders; from professionals (the experts by experience) to partner organizations that contribute additional expertise. Together with them we develop innovative ideas and instruments which we then test and translate into new insights and tools. We also support social partners in making agreements and arrangements by stimulating and organizing good consultation.

We inform the field broadly about the solutions and connections that exist. In doing so, we encourage the field to further activate each other based on these solutions and connections so that involvement grows and the field works together toward an improved situation.

We work broadly, with partners in practice and policy, on system innovation. This exchange is part of social dialogue. By facilitating and unifying knowledge development at the policy level, we drive positive decisions that affect the labor market. We find it important that partner organizations perceive the Labor Market Agenda as a shared responsibility and we encourage active involvement.

We develop tools and instruments that strengthen professionals. We do this by initiating pilots and projects together with partner organizations and developing insights with professionals. The tools we develop within these projects can be used independently by professionals to improve their labor market situation. That is why we think it is important that professionals are well informed about the insights, tools and instruments that can support them. We actively call on all partner organizations, who are in direct contact with professionals, to share knowledge and information.
