About the table
In the world of classical music, collective bargaining agreements exist for the large symphony orchestras (including the collective bargaining agreement Remplaçanten Nederlandse Orkesten) and recently also for music ensembles. These working conditions are a good standard for the level of working conditions for salaried musicians and freelancers commissioned by these organizations. Outside of this use regulated by collective bargaining agreements, there is an extensive professional practice for freelance musicians that is less visible. For example, musicians are hired on a project basis for choral accompaniment, a project orchestra, a solo performance at an event or festival with or without an ensemble. The compensation musicians receive for these performances (and preparation with additional work) has no unambiguous reference. The participants of the chain table would like to address this and work on a fee guideline that can be used in practice by musicians and their patrons.
Quest for proper representation of extensive sub-sector
In developing this chain table, a good cooperation arose from the program with the Platform for Freelance Musicians (PvFM, part of the Creative Coalition). From March 2022, discussions were held about the task and the approach. A particular issue here is which parties can represent particular groups of work providers or clients. Clients include a mix of individuals, project organizations, venues of various shapes and sizes, and commercial producers (festivals, music productions). Although this professional practice is quite extensive, representative umbrellas of work providers or organizations seem virtually absent. This calls for a creative approach that incorporates authoritative and knowledgeable opinion leaders from the sub-sector into the chain table. An initial meeting in June 2022 produced a full consultation table with a broad and enthusiastic membership. The group’s goal is to arrive at a well-reasoned and practical rate guideline. In doing so, the chain table is using independent researchers from the firms Knyfe and Berenschot.
Research
Pre- and background surveys typically identify the current state of affairs within a subsector. These surveys, commissioned by Platform ACCT, guide the determination of the most pressing issues of the chain table.
Start file
The launch file covers the process of starting the chain table. It also provides insight into relevant studies, regulations, developments, parties, terms and conditions of employment and working conditions within the subsector.
Participants
Participants in this chain table include Platform for Freelance Musicians, Kunstenbond/Ntb, various directors/programmers of venues, festivals, ensembles, orchestras and choirs.
Target Note
The goals memo includes the intended goals of the chain table regarding practice tools, support and communication, implementation and assurance, and enforcement.
Practice tools
The practical tools to be created by the chain table could include good examples, framework of terms (with definitions), manual, fee guideline, proposals for (collective) agreements.
