Fair pay practical tools
In November 2023, the fairPACCT Film/AV cultural production chain table submitted four proposals for fair pay for consultation. This resulted in a great deal of useful feedback. The chain table participants are using this to refine the proposals for practical application. At this time, the chain table is presenting three (technical) practical tools: a Conceptual Framework, the Assignment Compass developed by Bureau Berenschot, and a guideline for freelance starting hourly rates. Before the summer of 2024, the Assignment Compass and an accompanying advisory guideline for freelance starting hourly rates will be translated into practical guides for implementation. The Assignment Compass will also be converted textually and in design into an accessible digital module. A fourth practical tool, the Guide for Safe and Healthy Working in the AV Sector, will be published in the first quarter of 2024.
First practical tool ‘AV Sector Conceptual Framework’ completed
The first tool to be completed is the AV Sector Conceptual Framework version 1.0-20231221. This Conceptual Framework is intended to provide neutral definitions for terms frequently used during contract negotiations. With the adjustments and additional terms added based on the consultation, the Conceptual Framework now contains 333 general and legal terms.

Practical tool ‘Guide for Safe and Healthy Working in the AV Sector’ in first quarter of 2024
During the first quarter of 2024, the updated version 1.0 of the Guide for Safe and Healthy Working in the AV Sector will also be published. The chain table participants are currently examining how additional points for documentaries and related fields can already be incorporated into this.
Practical guides based on Assignment Compass and freelance starting hourly rates by summer 2024
In addition, with the assistance of Martijn Arnoldus from Social Finance Matters, the chain table has begun translating the Assignment Compass developed by Bureau Berenschot and the advice for linked freelance starting hourly rates. This should result in practical guides for their application before the summer of 2024. To this end, a survey will be distributed throughout the sector at the end of the first quarter. The goal is to use a compact questionnaire per department to gain further insight into topics such as billability, (un)predictability of work, and compensated versus non-compensated activities. Structural social dialogue
In the coming months, the chain table participants will also discuss where and how the fair pay tools for the AV sector can best be hosted. This is for the benefit of the so-called structural social dialogue. Attention will also be given to an accessible and recognizable design for all tools. In any case, the tools will be published on the Platform ACCT website under the fairPACCT program.
