Index increases for fair pay salaries and freelance rates through 2026

Fair pay means fair compensation for the hours that workers in the cultural and creative sector spend on an activity. But it also means regular increases and indexation. With this in mind, the advisory guidelines from the chain tables for fair pay salaries and freelance rates are updated at least semi-annually. This update provides a current overview from the 12 chain tables that already existed at the beginning of 2025, including index forecasts up to and including 2026. For general comparison, the recently published figures and indices from the Dutch national budget and the Netherlands Bureau for Economic Policy Analysis (CPB) are used.
The chain tables that started in 2025 or will start later will publish their data at a later stage. Detailed data from 7 chain tables for 9 professional groups At this stage, 7 chain tables are already able to present detailed financial data for 9 professional groups, which together cover several professional practices. These can be viewed below in Tables for use by workers and employers, but also by subsidy providers and financiers upon request. They are also included in Calculation Tools to perform calculations for specific situations. The 2025 index forecasts for fair pay salaries and/or freelance rates range from 3.30% to, in some cases for lower-paid workers, 5.28%. For 2026, the index forecasts range from 3.50% to the general forecast of 4.30% in most cases. General data from 5 chain tables
At this stage, 5 chain tables are able to present general data up to and including 2026 for the 5 professional groups they distinguish. For these chain tables too, the groups together cover several professional practices. The index forecasts for fair pay salaries and/or freelance rates in 2025 range from 3.35% to 4.64%. In one exceptional case, the figure is as high as 12.871%. The 2026 index forecasts are 4.30% in many cases, ranging from 3.25% to 5.263%. In one exceptional case, up to 7.96%. More detailed information by 31 December at the latest The 5 chain tables that still need to develop their general data into new tables and calculation tools, partly based on further research and/or public consultation, aim to do so as soon as possible. In any case, no later than 31 December. Until then, the existing tables of these 5 chain tables remain available. As in 2024, an end-of-year update will also be published, providing an overview of the status of all chain tables.
