The Platform ACCT Film Festivals chain table hereby presents three fair pay proposals.
It requests a response from all stakeholders before Saturday, October 19, 2024. Use the form below to submit your input. The chain table will use this input to finalise the three practical tools before 1 November. These will then be shared with the field and with funders such as the Ministry of Education, Culture and Science, other public authorities and the Netherlands Film Fund.
As of 1 January, applying fair pay through alignment with a remuneration guideline or rate agreement will be mandatory, at least for nationally subsidised film festivals, for both employees and freelancers.
Standard Basic Scheme for Secondary Employment Conditions
When drafting the secondary employment conditions, the chain table first identified the legal provisions. Furthermore, as required by the government, it conducted a detailed comparison with adjacent sectors. This concerns the Collective Labor Agreements (CAOs) for Dutch Stages and Dutch Pop Stages and Festivals. The Standard Regulation for Secondary Employment Conditions for literary festivals, created by the Platform ACCT Literature Organizations chain table et al., was also involved. The current Draft Standard Basic Regulation for Secondary Employment Conditions for Film Festivals contains 32 points. For each point, the legal provisions are listed first, followed by provisions that, in the opinion of the chain table, should be used as a minimum threshold under the motto ‘Apply’. Finally, considerations are mentioned that are recommended by the Platform ACCT Film Festivals chain table for individual assessment by film festival organizations in addition to these provisions.

Draft job framework with 18 reference roles and profiles.
Commissioned by a number of film festivals, Bureau Berenschot conducted two preliminary studies in preparation for the chain table: ‘Results benchmark national film festivals’ from April 2023 and ‘Final report CAO benchmark and research on employment conditions policy Dutch film festivals’ from July 2023. These include an overview of reference positions weighted globally in terms of job evaluation and 5 detailed job descriptions. The chain table has expanded this into a draft Job Structure with 18 reference positions provided with job profiles and a global job evaluation. Bureau Berenschot was recently asked to convert this into an official Job Structure with reference positions, profiles, evaluations, and scales before January 1 next.

Freelance rates based on the reference salary scales of the Dutch Venues Collective Labour Agreement.
Regarding the remuneration of workers, the Film Festivals chain table has chosen to follow the salary scales of the CAO for Dutch Stages. Furthermore, it has converted the scales for employees in this CAO into freelance rates, based on a markup percentage of 69.26%. This same percentage, along with an updated justification and explanation, has been included in the renewed digiPACCT Calculation Tool ‘CAO-wage-to-freelance-rate’ of August 2024. As reported, the 18 reference positions for film festivals chosen by the chain table will be exactly scaled by Bureau Berenschot before January 1, 2025.
