The 12 chain tables of Platform ACCT and their independent chairs have been actively working over the past three years, supported by researchers where necessary. This has resulted, among other things, in carefully considered advice on rates for freelancers and/or salaries for employees: reference year 2023 or 2024, plus indexation (prognosis) for 2025. A brief look at the tables
There are tables with fair pay recommended rates for 3 types of freelance musicians: classical musicians across 7 professional practices, performances by pop musicians, and by jazz/world/contemporary musicians with distinct career phases. For the latter subsector, this also includes rates for composition commissions by composers. For the display and creation of works in visual arts during temporary exhibitions, there are tables with fair pay recommended rates. These are based on the recalibrated Artist Fee Guideline.
A number of subsectors have a great diversity in the field and among workers. For instance, there are fair pay freelance recommended rates for art professionals in cultural education and amateur arts within 13 professional practices. In Film/AV cultural production, there are fair pay freelance starting rates for 13 departments/fields. Professional photographers and professionals in marketing and communication work across sectors and beyond. The rates for them are based on this reality.
For the benefit of archaeological practice and literary festivals etc., salary tables for employees are provided, in the latter case also including freelance recommended rates. Furthermore, for literary festivals etc., there are freelance starting rates for performances and related assignments by authors and spoken word artists.
More fair pay practical tools
The chain tables have also developed many other fair pay practical tools. In January 2025, the fair pay practical tools of two chain tables that started later will also be published: Digital Culture and Film Festivals.
Phase 1: 2022 through 2024
Chain tables consist of workers and employers, preferably also including mediators and vocational training programs. Fortunately, they maintained frequent contact with their constituencies over the past years, as mentioned in our year-end message. The approximately 175 chain table members, along with their independent chairs and researchers, have made an indispensable contribution in phase 1 of the fairPACCT program to making fair pay and fair practice concrete, and to improving working conditions in the cultural and creative sector.
Phase 2: 2025 through 2028
We look forward to launching phase 2 of the fairPACCT program 2025 through 2028 starting in January, together with the professional field. The current 12 chain tables will continue; they will keep the developed fair pay practical tools up to date and create new ones where necessary. There is room for 9 new chain tables. Additionally, communication about and implementation of the practical tools are of great importance, accompanied by the monitoring of fair pay and other relevant developments. Securing social dialogue in the various subsectors and the sector as a whole is also a relevant point of focus.
