Art professionals deserve better

Much of the work performed by professionals in cultural education and amateur arts is not covered by the Collective Labour Agreement (CAO) for Art Education. Consequently, some struggle with freelance rates and employment conditions. Can they include travel and preparation time? What happens when they fall ill? And how do they build up a pension?

Society benefits from well-trained, experienced people in the classroom, at amateur arts associations, and in local communities. In practice, however, we see workers leaving the sector prematurely due to low pay and poor working conditions. This must change.

About the chain table

The Culture Education and Amateur Arts chain table was established in June 2022 and, as of 2026, consists of 24 members. These include freelance art professionals and their clients, as well as mediators and support staff. Under the leadership of independent chair Marijn Cornelis, an expert and advisor, they explore opportunities to stimulate fair pay within this field. The chain table conducts and commissions research, performs analyses, and develops concrete fair pay products. In doing so, examples from the cultural sector and comparable industries are utilized. The previous chair until June 2025 was Bertien Minco, a sector expert and independent advisor.
