Program Secretary

Platform ACCT is building a resilient cultural and creative sector. Our focus lies on creating better working conditions, strengthening sustainable employability, and increasing the earning capacity of all workers. Through collaboration and knowledge sharing, we work with the sector towards a future-proof labor market.
Platform ACCT was founded in 2020 as a project organization. Since January 1, 2025, we have been the cross-sectoral BIS institution for the labor market, and we are developing from a pioneer into a solid organization. This transition requires a reinforcement of our team, and for that reason, we have several vacancies, including within our fairPACCT program.
Job description
In the fairPACCT program, the Fair Practice Code is translated into concrete tools for practical application within the cultural and creative sector. This is particularly focused on the area of fair pay. We facilitate and support consultation between relevant parties per subsector via so-called ‘chain tables’. The fairPACCT program facilitates these consultation tables with a budget for research and tool development, policy support, an independent chair, and a secretary.
The program started in 2021 and will run at least until the end of 2028. Within fairPACCT, the active involvement of sector representatives is central: workers and employers, and preferably also intermediaries and vocational training programs. This involves various disciplines (for example, digital culture, pop music, or film/AV), different roles (for example, creators, producers, venues, or financiers), and different backgrounds (for example, in terms of career stage, education, or region). In the past 3 years, chain tables have been established for 12 professional groups or subsectors. These will continue to be supported over the next 4 years. Additionally, new chain tables are being launched. Because the number of chain tables is expanding, we are looking for a second program secretary.
What will you do?
- You will set up new chain tables where you—together with the fairPACCT program manager—help determine the composition and search for an independent chair.
- You will support the chairs of the chain tables with preparation (both substantive and practical), during the chain tables, and afterwards by following up on actions and handling (financial) administration. Reporting is handled by an external minute-taker.
- You will write the substantive documents required for the chain tables.
- You will guide the process surrounding the chain tables. This includes, among other things, interim consultations of working groups and commissioning research or the development of tools. You will also be the point of contact for everyone involved in “your” chain tables, both substantively and practically.
- You will work with the fairPACCT team on (the preparation of) events for which the program provides a component.
Within fairPACCT, you will collaborate with the program manager, the other program secretary, and the communications officer. Furthermore, you will have regular contact with the Platform ACCT team and many external stakeholders. You will report to the program manager.

- It is important that you are able to collaborate effectively. Very different individuals and organizations are involved in fairPACCT, from policymakers to funds to creators.
- You are resilient and look for alternatives or unconventional solutions that work when faced with resistance. In this way, you help parties with diverse interests move toward a joint outcome.
- You can make a realistic assessment of the time, people, and resources needed for the work and coordinate the planning accordingly.
- You give high priority to achieving results.
- You write clear and correct texts and formulate them in accessible Dutch.
It would be beneficial if you already have experience with similar tasks and briefly describe this in your application letter. If you haven’t done everything yet, please know that at Platform ACCT we have time and budget available to help you develop further.
It is an advantage if you have experience in the cultural and creative sector and/or have a professional practice as a creator within the sector. If you also have knowledge of the labor market and how industry organizations and their representatives and constituencies operate, we would be very pleased.

What do we offer?
You will receive an employment contract for 24 hours per week for 1 year with the prospect of a permanent contract. It is important to mention that the fairPACCT program is funded until the end of 2028.
You can work in a hybrid manner (at home and in the office) and you may arrange your hours flexibly. Activities for chain tables often take place on location, primarily within the Randstad. We appreciate meeting each other regularly at our office in Amsterdam, where workspaces are available on Tuesdays and Thursdays.
The salary is based on salary scale 9 in the Social Work Collective Labor Agreement (CAO), which we follow. You will build up a pension, receive holiday pay, and a year-end bonus. Secondary employment conditions include, among others: parental leave, study facilities, a home office allowance, and reimbursement for commuting costs.
