The Pop Musicians chain table of the Platform ACCT program FairPACCT is launching the Fair Pop Pilot! From September to November 2024, fair pay fees will be paid to performing artists and musicians at 8 participating music venues. This is being implemented using the previously presented Pop Musicians Calculation Tool<\/a>. During this pilot, Erasmus University Rotterdam is researching the most effective financing methods and the effects of fair pay on the sector. The pilot and the practical research are funded by the Performing Arts Fund NL, the Cultuurfonds, and Fonds 21<\/strong>. The implementation is managed by Platform ACCT. <\/strong> <\/p>

The music venues<\/strong><\/h3>

The eight participating venues are Hedon (Zwolle), Doornroosje (Nijmegen), Neushoorn (Leeuwarden), Melkweg (Amsterdam), EKKO (Utrecht), Paard (The Hague), Patronaat (Haarlem), and Effenaar (Eindhoven). Selection was based on diversity in programming, genre, and regional distribution. Acts programmed in small to medium-sized halls are eligible to participate in the pilot. <\/p>

Practical research into effective financing routes<\/strong><\/h3>

The research by Erasmus University Rotterdam focuses, among other things, on the question of the most effective method of payment to performing musicians and artists. Therefore, in the pilot, some acts and artists receive an additional fair pay fee via the venues, while others receive it directly, without the venue’s intervention. Researchers Prof. Dr. Pauwke Berkers and Frank Kimenai are also looking at the influence of both routes on the natural dynamics of programming. Additionally, the study examines the influence of fair pay on the professional practice of pop musicians and the business operations of venues. The calculation tool is also being widely implemented and tested in practice. <\/p>

Fair pay fees for performing pop musicians in five career stages<\/strong><\/h3>

The Pop Musicians Calculation Tool<\/a> provides pop musicians and their clients with insight into what constitutes fair pay and assists in negotiating appropriate compensation. Using the calculation tool, 11 objective criteria can be used to determine which career stage an artist or act belongs to: starting, upcoming, developing, mid-career, or arrived. Based on the relevant career stage of an artist or act, the tool indicates what a fair fee would be for a live performance at a venue. The figures are based on established standards regarding minimum wage, median wage, and social assistance, as well as research into the income and time expenditure of pop musicians. This research was previously conducted by Bureau Berenschot, resulting in the report “The gap between effort and income of pop musicians”<\/a>. <\/p>

Pilot presentation at CPFE and results at Eurosonic Noorderslag 2025<\/strong><\/h3>

On September 16, 2024, the chain table will present the pilot during a session at the CPFE conference in TivoliVredenburg. The initial results of the Fair Pop Pilot will be shown in January 2025 at Eurosonic Noorderslag. The Pop Musicians chain table previously presented the Bureau Berenschot report “The gap between effort and income of pop musicians” (see link in previous paragraph) there in 2023 to the then State Secretary for Culture, Gunay Uslu. Subsequently, the Pop Musicians Calculation Tool was presented in 2024. With the Fair Pop Pilot, all these steps are being put into practice and researched. <\/p>
