The Standard Basic Regulation for Secondary Employment Conditions for Film Festivals (2) has also been updated. Earlier, fairPACCT published the indexed fair pay salary scales and guidelines for freelance starting rates (3) that will apply as of 2026.  </p><p style="font-weight: 400;">Following a public consultation in the autumn of 2025, the updated Job Classification Manual and the Standard Basic Regulation were established by the Film Festivals Chain Table on December 4, 2025.</p><p style="font-weight: 400;"><strong>Fair pay practice instruments Film Festivals 2026</strong></p><p style="font-weight: 400;">As of January 1, 2026, the updated fair pay practice instruments for film festivals will be in effect. These instruments support film festivals in applying fair pay and fair practice and provide a lower limit for remuneration and employment conditions. </p><p style="font-weight: 400;"><strong>(1) <a href="https://fairpacct.nl/en/practical-tool-no-2-film-festivals-the-job-manual-reference-positions-film-festivals-version-2-0-december-2025/">Job Classification Manual for Film Festivals &#8211; version 2.0 &#8211; December 2025 </a></strong><strong><br/></strong>The Job Classification Manual contains the official job structure for film festivals, with reference positions and corresponding job evaluations linked to the fair pay salary scales for film festivals.</p><p><b>(2) <a href="https://fairpacct.nl/en/practical-instrument-no-1-film-festivals-the-standard-basic-scheme-sav-film-festivals-version-2-0-december-2025/">Standard Basic Regulation for Secondary Employment Conditions for Film Festivals &#8211; version 2.0 &#8211; December 2025</a> <br/></b>The Standard Basic Regulation describes the lower limit for secondary employment conditions for workers at film festivals in the Netherlands.</p><p style="font-weight: 400;"><strong>(3) <a href="https://fairpacct.nl/en/fair-pay-tables-salary-table-and-guideline-for-freelance-starting-rates-film-festivals-2024-2025-2026/">Fair pay salary scales and guideline for freelance starting rates Film Festivals – December 2025</a></strong></p><p style="font-weight: 400;">The tables contain the indexed salary scales for workers that align with the Job Classification Manual for Film Festivals (1) and are based on the Collective Labour Agreement (CAO) for Theatre and Dance (reference date January 1, 2026). The guideline for freelance starting rates derived from this is also included. For support, an indicative overview has been added with various titles for reference positions as used by different film festivals.  </p><p style="font-weight: 400;"><em> </em></p><p style="font-weight: 400;"><strong>Film Festivals Chain Table</strong></p><p style="font-weight: 400;">Since January 2024, the Film Festivals chain table has been working within the fairPACCT program of Platform ACCT on the development of practice instruments as part of the further elaboration of the Fair Practice Code, under the leadership of independent chair Doreen Boonekamp. <p>With this message, we would like to provide clarity regarding the application of the Guidelines for Artist Fees as of January 1, 2026.</p>
<p>The Visual Arts Chain Table is currently working on a process to establish a single fair pay Guideline for Artist Fees and a corresponding calculator; however, this process will not be completed by January 1, 2026. We have therefore decided to advise that for the coming year 2026, both Guidelines—the &#8216;classic&#8217; and the new Guideline—as well as both calculators, may be used. The Mondriaan Fund and the Ministry of Education, Culture and Science (OCW), which set the application of the guidelines as a condition for subsidies, have agreed to this.  </p>
<p>In practical terms, this means that the amounts in the table and the calculator of the new Guideline on <a href="https://www.kunstenaarshonorarium.bknl.nl/" target="_blank" rel="noopener"><strong>kunstenaarshonorarium.bknl.nl</strong></a> will not be adjusted for 2026, as the indexation of the Guideline has been suspended.</p>
<p>For the table and calculator of the classic Guideline, the amounts on <a href="https://kunstenaarshonorarium.nl/" target="_blank" rel="noopener"><strong>kunstenaarshonorarium.nl</strong></a> will continue to be indexed annually and will be increased by 5.263% for 2026 compared to the year 2025.</p>
<p>The new Guideline was originally intended to take effect from 2025. However, unforeseen financial consequences emerged due to a cumulative effect of substantive changes and an indexation jump, which we previously <a href="https://fairpacct.nl/en/current-status-of-the-implementation-of-the-guideline-for-artists-fees/"><strong>reported</strong></a> on March 7. With our current update, we are now also aligning with the <a href="https://www.mondriaanfonds.nl/calculators-kunstenaarshonorarium/" target="_blank" rel="noopener"><strong>announcement from the Mondriaan Fund</strong></a> regarding the optional application of both Guidelines for Artist Fees and both calculators.  </p>
<p>An independent second opinion on the new/revised Guideline has since been submitted, providing input for the Chain Table in the adjustment process. We will report on the progress of the process to return to a single Guideline as soon as possible. </p>

									<p>The Platform ACCT Film Festivals Chain Table presents version 2.0 of the <em><a href="http://fairpacct.nl/wp-content/uploads/2025/09/Functiehandboek-Referentiefuncties-Filmfestivals-2.0-eindversie-7-18-09-2025-Def.pdf" target="_blank" rel="noopener">Film Festival Reference Job Manual</a>, </em>management positions section, for public consultation. The manual has been expanded to include these positions with the assistance of Bureau Berenschot. The other reference positions in the manual were already established following a public consultation on January 31. </p><p>New in this version are:</p><ul><li>the paragraph on organizational structure on page 4;</li><li>reference positions for festival management under various governance models (pages 47 to 54);</li><li>further explanation on the use of the tables for the reference positions of a head or a director, in order to arrive at an appropriate salary scale (page 55); and,</li><li>an updated Job Matrix in which the reference positions for festival management are included (page 62).</li></ul><p>We would appreciate receiving responses <strong>no later than Saturday, </strong><strong>October 11, 2025</strong> <br/>via this <a href="http://fairpacct.nl/wp-content/uploads/2025/09/Consultatieformulier-fair-pay-praktijkinstrumenten-fairPACCT-Ketentafels-algemeen.docx" target="_blank" rel="noopener"><strong>form</strong></a>. <p><strong>The Film Festivals chain table of fairPACCT has developed three fair-pay practice tools, partly with the assistance of Bureau Berenschot. These include a Standard Basic Regulation for Secondary Employment Conditions for Film Festivals, the Job Classification Book for Reference Positions for Festivals, and a Salary Table and Guideline for Freelance Starting Rates for Film Festivals, derived from the salary scales of the Collective Labor Agreement (CAO) for Theatre and Dance. These tools are intended as a national guideline and assist film festivals in implementing appropriate employment conditions and fees.  </strong></p>
<h3>Ensuring Fair Pay</h3>
<p>Following a public consultation in the summer of 2024, the practice tools were finalized on December 12, 2024, formally adopted on January 24, 2025, and published on January 31. As of January 1, 2025, film festivals are expected to implement these within the deadlines set by subsidy decrees, or with a transition period of no more than one year. </p>
<p>From 2025, ensuring fair pay in the cultural and creative sector is the norm. Film festivals supported by the Ministry of Education, Culture and Science (OCW) or by the National Cultural Funds can fulfill the fair pay obligation by adhering to a Collective Labor Agreement (CAO) or, if one does not exist, to a (related) fee guideline, such as the one developed by the chain table. </p>
<p><strong>The fair-pay practice tools for film festivals at a glance:</strong></p>
<p><strong><a href="/?p=24633">1. Standard Basic Regulation for Secondary Employment Conditions for Film Festivals</a>. </strong></p>
<p>This regulation establishes the minimum standard for secondary employment conditions for those working at film festivals. Film festivals must comply with these to the extent they are legally required and as specified in the regulation under &#8216;apply within sector&#8217;. </p>
<p><strong><a href="/?p=24610">2. Job Classification Book for Reference Positions for Film Festivals</a>. </strong></p>
<p>This Job Classification Book provides an official job structure for film festivals with reference positions and corresponding valuations, developed in collaboration with Bureau Berenschot.</p>
<p><strong><a href="/?p=24652">3. Salary Scales and Guideline for Freelance Starting Rates for Film Festivals</a>. </strong></p>
<p>The matrix of salary scales is based on the salary scales of the Collective Labor Agreement (CAO) for Theatre and Dance as of January 1, 2025. It also includes minimum rates for freelancers, derived from these salary scales. </p>
<p><strong><a href="/?p=24700">4. Appendix: Indicative List of Synonyms for Reference Positions for Film Festivals</a>. </strong></p>
<p>This list includes alternative job titles used at film festivals for the reference positions included in the Job Classification Manual for Reference Positions for Film Festivals. The list is not exhaustive and serves only as a tool. </p>
<p><strong><a href="/?p=24673">5. Appendix: Bureau Berenschot Classification Report</a>. </strong></p>
<p>Linking the reference positions mentioned in the Job Classification Manual for Reference Positions for Film Festivals to a specific salary level, based on job content and job weight.</p>
<h3>Outlook for 2025: Communication, Implementation, and Further Development</h3>
<p>The Film Festivals chain table will remain active in 2025, focusing on the implementation, communication, and safeguarding of the practice tools. Additionally, the chain table is working on supplementary instruments, such as a &#8216;Guideline for (Socially) Safe and Healthy Working&#8217; and a &#8216;fee guideline for management&#8217;. </p>
<h3>Film Festivals Chain Table</h3>
