The final report resulted in a substantiated fee table based on collective labor agreement (CAO) wages, freelance corrections, and empirical data. During that process, the question arose as to how comparable guidelines could be developed for arrangers — a professional group essential to the creative chain but for which no formal reference frameworks exist. The existing Nieuw Geneco table (as of July 1, 2024) does provide amounts, but lacks substantiation.   </div><div class="scriptor-paragraph"><p>This report provides that substantiation, enabling clients and arrangers to make fair agreements according to the principles of the Fair Practice Code: solidarity, transparency, sustainability, and trust.</p></div><div class="scriptor-paragraph">Many thanks in advance on behalf of the Chain Table for Jazz/World/Contemporary Composers and Musicians.</div>								</div>

In recent years, the Film Festivals Sector Table within fairPACCT has developed two fair pay practice instruments for workers: a Job Classification Register for Film Festivals, including salary tables and starting rates for freelancers, and a Standard Basic Regulation for Secondary Terms of Employment.   </p>

<h2>A clearer picture of the organization</h2>
In relation to the position of workers, the sector table now also aims to gain a clearer picture of the situation of organizations through further research. The launch of the chain table in 2023 was preceded by two preliminary studies conducted by the Berenschot consultancy. These involved a collective labor agreement (CAO) benchmark and insight into the terms of employment policies at what were then 7 (now 11) film festivals receiving multi-year state subsidies. Furthermore, in 2023, the firms PPMC/HTH/SiRM conducted research into the additional costs of fair pay across all types of multi-year subsidized festivals, totaling 93 in the reference year 2022. However, there are an estimated 141 film festivals—130 of which do not receive multi-year state subsidies—that are essential for the accessible presentation of film/AV throughout the country.   </p>
<strong>Explanation of the two types of research.
</strong>The sector table considers two types of research to be relevant at this time. The firms PPMC/HTH will conduct these. The following serves as an explanation.
1. Field research among all estimated 141 film festivals
The field research consists of two phases: phase 1 with 12 qualitative interviews and phase 2 with a quantitative assessment of the findings across all festivals via an online survey.
The field research is commissioned by Platform ACCT/fairPACCT.
2. Fair pay additional cost research among 11 multi-year subsidized film festivals
The sector table wants this study to answer the following question: What are the additional costs of fair pay for the 11 multi-year state-subsidized film festivals when the new practice instruments are fully applied?   
The specific additional cost study is related to more general research by the Ministry of Education, Culture and Science (OCW).

<strong>Field research has started with in-depth interviews
</strong>Phase 1 of the broad field research has now started with 12 in-depth interviews, with the primary target group being film festivals that are <i>not</i> multi-year state-subsidized. This concerns their substantive and financial situation, including the method of funding. It covers the current state of affairs regarding working conditions and the feasibility of applying the sector table&#8217;s fair pay practice instruments for employees and freelancers respectively. It also examines whether and what the difference is between film festivals that are independent organizations and film festivals linked to a cinema. Based on the interview findings, phase 2 of the field research will include a survey among all film festivals.       Based on all of this, the position of the field will be clarified, along with the policy needed to safeguard substantive variety and regional accessibility, including fair pay, at film festivals.

<p>In recent years, the Jazz, World, and Contemporary Chain Table within fairPACCT has mapped out career stages and corresponding fair pay rates for musicians, among other things.</p>
<p>Based on this, tables and a calculation tool have been developed to help determine a transparent and well-founded fee per performance.</p>
<h3><strong>Perspective of presenting organizations</strong></h3>
<p>However, it is essential to align the perspective of presenting organizations with that of the creators to form a complete picture of supply and demand. Therefore, a study is currently underway involving a survey of jazz and world music venues and festivals, with or without their own hall or grounds. This includes the approximately 45 members of the Association of Dutch Jazz Venues and Jazz Festivals (VNJJ). For comparison: theaters and concert halls report data annually in a Theater Analysis System (TAS). Pop venues and festivals present a Pop Venue Analysis System (PAS) every year. Now, a Jazz Analysis System (JAS) is being added to this.      </p>
<h3><strong>Finding answers to relevant questions</strong></h3>
<p>The research focuses on finding answers to several relevant questions. What is the financial and organizational practice? What types of activities are presented for which genres and audience groups, and with what capacity and occupancy? What does the cost structure look like and where does the revenue come from?   </p>
<p>And above all: to what extent is it possible to pay musicians fair pay, and which factors make this feasible or difficult?<br><br>With the results of the research, fairPACCT and the Chain Table can segment and benchmark. The fair pay gap can be better quantified, and the tables and calculation tool can be refined where necessary. Furthermore, the process leads to a better-substantiated policy advice for governments, funds, and chain partners regarding which interventions are required. For example, additional resources, different subsidy schemes, or agreements on fair pay supplements.   <br><br></p>

									<p><strong>Archaeology Sector Table continues dialogue with Ministry of Education, Culture and Science.<br/></strong>On September 4, 2025, a letter was sent from the sector table to the Ministry of Education, Culture and Science regarding cooperation in the (legal) anchoring of the fair pay Archaeology job classification system. On February 26, 2026, a delegation met with the Ministry and the Cultural Heritage Agency of the Netherlands. </p>

<p>In this letter and during this meeting, the possibility of anchoring a single collective labor agreement (CAO) for archaeology within the Heritage Act was discussed. The Ministry is hesitant about legislation, primarily due to the regulatory burden, and wishes to explore other options for anchoring first. They see possibilities for achieving a universally binding collective labor agreement in the archaeology sector. In this regard, the Ministry is willing to play an informative role. Additionally, the Ministry stated that it is and remains in consultation with other authorities and ministries to implement fair pay in their assignments and tenders within archaeology.    </p>
<p> </p>
<p>According to the sector table, it is doubtful whether archaeologists at government bodies, (public) organizations, and multidisciplinary firms such as engineering agencies can or would want to fall under a sector-specific collective labor agreement. The table welcomes further information on this matter. </p>								</div>

<p>The Fair Pop Fund was launched during <a href="https://www.linkedin.com/company/esns/" target="_self" data-test-app-aware-link="" rel="noopener">ESNS!</a></p>
<p>A significant milestone on the path toward Fair Pay for pop acts. This fund originated from the fairPACCT Pop Musicians chain table. Read more below about the fund and its objectives.  </p>
<p>The goal of the Fair Pop Fund is to raise resources and distribute them to pop acts as a supplement to their performance fee to achieve Fair Pay. In doing so, it bridges the gap between musicians and pop venues to make Fair Pay possible. </p>
<p>Thanks in part to the <a href="https://www.linkedin.com/company/fonds-podiumkunsten/" target="_self" data-test-app-aware-link="" rel="noopener">Performing Arts Fund NL</a>, over €2 million is already available for a four-year period. 									In December, the Film Festivals Chain Table and the Film/AV Production Chain Table published the current fair pay toolkit for 2026. This year, participants from both chain tables will continue to meet periodically for its annual maintenance. </p>
<p style="font-weight: 400;">The Film Festivals Chain Table is also working on additional tools, such as a guideline for (socially) safe and healthy working conditions, and an overarching document in which the fair pay instruments are secured.<br><br></p>
<p style="font-weight: 400;">The Film/AV Production Chain Table is also working in focus groups on a guideline for cancellations<strong>,</strong> and a manual with recommendations regarding liability and insurance for materials<strong>. </strong>For screenwriters, research is being conducted into how fair pay agreements can be translated into a practical tool for negotiations on TV productions, with rates linked to minutes. Work is also underway on an overarching document as a follow-up to the <em>Audiovisual Sector Letter of Intent</em>, in which the developed tools for film and AV productions are secured, so that new parties can easily join. <br><br></p>
<p style="font-weight: 400;">To further support the practical application of the fair pay tools, the new Platform ACCT and fairPACCT website will be launched soon. A joint working group with participants from both chain tables is working together with fairPACCT to improve communication in connection with this. <br><br></p>
<p style="font-weight: 400;">The agenda includes the development of a web-based tool that connects all fair pay practice instruments for film and AV production, a calculation tool for film festivals, an overview of frequently asked questions, personas, and instructional videos on the application of the tools.</p>
<h2>Pilot for an independent service point for the film and AV sector</h2>
<p style="font-weight: 400;">From the outset, the intention has been that the consultation between workers and employers, and the use of the fair pay tools facilitated at the chain tables within Platform ACCT&#8217;s fairPACCT program, are structurally secured within the relevant subsectors.<br><br></p>
<p style="font-weight: 400;">At the start of the Film/AV Production Chain Table, it was already clear that this task is complex and encompasses the entire industry column. Many different parties and interests are involved, collective agreements are lacking, and the scope covers the full film production process, from start to finish. <br><br></p>
<p style="font-weight: 400;">In order to make fair pay and fair practice the norm, the financial basis of film productions must also be strengthened. Because audiovisual production is financed on a project-by-project basis, this requires commitment from all public and private parties involved in the value chain. In addition, to ensure a level playing field with other countries, broadening access to financing is necessary, for example through a tax shelter or tax credit. At the same time, further professionalization of the sector requires more knowledge sharing, cooperation, and continuity.   <br><br></p>
<p style="font-weight: 400;">It is precisely this complexity that means structural anchoring does not happen automatically. Without timely preparation, there is a risk that accumulated knowledge, agreements, and instruments will become fragmented or insufficiently applied. To shape the transition to sectoral anchoring carefully and realistically, it is necessary to explore in a defined period how consultation, knowledge sharing, and support can be organized sustainably.  <br><br></p>
<p style="font-weight: 400;">With support from the Ministry of Education, Culture and Science, a pilot is therefore being carried out in the film and AV sector. This pilot investigates how an independent structure can be set up to act as a central point of contact for workers, employers, chain partners, and other stakeholders. <br><br></p>
<p style="font-weight: 400;">The pilot has a duration of approximately nine months and consists of two phases: an exploratory phase, focused on organizational form, legal entity, and governance, followed by a trial phase in which the setup is tested in practice.<br><br></p>
<p style="font-weight: 400;">The pilot is being carried out under the auspices of the Netherlands Film Festival (NFF). The NFF is responsible for project administration and financial management. Doreen Boonkamp, chair of the Film/AV Production and Film Festivals Chain Tables, is involved as a quartermaster. For the implementation, she will engage a secretary, legal advice, and communication support. In addition, the chain table working group for communication, implementation, and anchoring (or a delegation thereof) will also be actively involved.    </p>

									<h3><strong>Year-end report December 2025</strong></h3><p style="font-weight: 400;"><strong>This report provides more information regarding the index increases for fair pay salaries and freelance rates through 2026. Every year, we share two reports on salaries, rates, and indices. <a href="https://fairpacct.nl/en/index-increases-for-fair-pay-salaries-and-freelance-rates-through-2026/">For a more technical explanation, please refer to the previous report on index increases.</a> Because fair pay means appropriate payment as well as periodic increases/indexing.   </strong></p><p style="font-weight: 400;"><strong>Detailed data from all 12 Chain Tables available<br/></strong>Currently, up-to-date tables with fair pay salaries and/or freelance rates are available from all 12 Chain Tables for 14 professional groups. A definitive index increase has been implemented for seven groups, while the other seven involve an index forecast. To supplement the tables, online calculation tools are available from seven chain tables. These allow workers and clients to calculate a fair pay salary or rate per activity and/or assignment.   <br><strong><br/>Current salary and rate data for all chain tables<br/></strong>In September, seven chain tables were able to include their detailed data on salaries, freelance rates, and indexations through 2026 in the current tables. This concerned the Chain Tables for Cultural Education and Amateur Arts, Culture Marketing and Communication, Photography, Literature Organizations, Freelance Classical Musicians, Musicians and Composers Jazz/World/Contemporary, and Pop Musicians. </p><p>Based on additional research and public consultations, this now also applies to the remaining five Chain Tables: Archaeology, Visual Arts, Digital Culture, Film/AV Productions, and Film Festivals.<br><strong><br/>Nieuwe Richtlijnen, Rekentools en Tafels<br/></strong>Vijf van de twaalf Ketentafels komen in 2026 nog met meer fair pay Richtlijnen. Ook staat een uitbreiding van het aantal online Rekentools gepland. Medio 2025 zijn de nieuwe ketentafels Podiumkunstenfestivals en Technici Evenementen gevormd. Inmiddels hebben ze allebei onafhankelijke onderzoeken over de positie van de werkenden laten maken, die binnenkort verschijnen. The new versions will take effect on January 1, 2026. </p><h2>New tool added</h2><p style="font-weight: 400;">New to the package is the <strong>Film and AV Production Role Guide</strong>. This guide provides workers and clients with <strong>a practical starting point for a clear assignment description</strong>. The tasks and activities of a large number of roles per department are described in broad terms and classified by <strong>level of seniority</strong><strong>,</strong> with each level linked to an <strong>appropriate freelance starting rate</strong>. The Guide aligns with the <strong>Assignment Compass</strong> developed with the assistance of Bureau Berenschot and, for the sake of completeness, also includes the <strong>reference functions and derivative functions</strong> described therein. Both the Guide and the current version of the Assignment Compass, in which a number of descriptions have been clarified, have been validated by Social Finance Matters.    </p><h2>Purpose and application</h2><p style="font-weight: 400;">Since January 1, 2025, the film and AV sector must operate according to a collective labor agreement or – if one is lacking – an (associated) fee guideline to comply with fair pay.</p><p style="font-weight: 400;">The fair pay practice instruments for film and AV production are intended for <strong>sector-wide application</strong> by market parties and other players in the sector. They support fair negotiations and diligent contracting between clients and contractors and contribute to transparency, a more level playing field, and further professionalization of the sector. </p><p>The tools apply to audiovisual productions in the form of short films, feature films, documentaries, animated films, innovative media productions, and drama, documentary, and animation series.</p><p style="font-weight: 400;">To ensure that contractors are not compensated below the minimum threshold for an assignment, the <strong>most current versions</strong> of the fair pay practice instruments must always be applied. This is not optional. The <strong>study ‘</strong><a href="https://www.kunsten92.nl/wp-content/uploads/2025/04/Definitief-eindrapport-Fair-Pay-in-de-film-en-audiovisuele-sector-2.pdf" target="_blank" rel="noopener"><strong>Additional costs of fair pay in the film and audiovisual sector</strong>’</a><strong> by PPMC Economic Advice (April 10, 2025)</strong> shows that a significant effort is needed to make fair payment possible in the Dutch film and audiovisual sector. The costs for achieving fair pay rise to <strong>an average of 40% for feature films</strong> and <strong>up to 67% for documentaries</strong><strong>,</strong> which amounts to <strong>approximately 23% of total production costs.</strong>   </p><h3>Overview of current fair pay tools for the film and AV sector (from 2026)</h3><p style="font-weight: 400;"><a href="https://fairpacct.nl/en/practical-tool-no-2-film-av-assignment-compass-film-and-av-production-version-3-0-december-2025/"><strong>Film and AV Production Assignment Compass</strong></a> – version 3.0 (December 2025)<br/>With the Assignment Compass, you determine the level of seniority of the tasks and activities of a specific assignment based on level indicators, reference functions, and derivative functions. This level is indicated by the letters A through K. Each level of seniority is linked to an appropriate freelance starting rate. In version 3.0, in conjunction with the new Film and AV Production Role Guide, various descriptions of reference functions and derivative functions have been textually improved.  </p><p style="font-weight: 400;"><a href="https://fairpacct.nl/en/practical-tool-no-7-film-av-guide-to-roles-in-film-and-av-production-december-2025/"><strong>Film and AV Production Role Guide</strong></a> – version 1.0 (December 2025)<br/>The Guide complements the <strong>Assignment Compass</strong> and describes the tasks and activities of a large number of roles per department in broad terms. 									<p>Foto:: Shutterstock</p><h2><strong>Participate in the consultation</strong></h2><p>The Platform ACCT Film/AV Production chain table presents the <strong>Film and AV Production Roles Guide</strong> for public consultation.</p><p>This Guide was developed as a supplementary tool for the <em>AV Sector Assignment Compass</em> to establish the level of responsibility for a role and determine the corresponding <em>freelance starting rate</em>.</p><p>The Guide contains:</p><ul><li>an overview and description of tasks and activities for common assignments within audiovisual productions—such as feature films, documentaries, animated films, innovative media productions, and drama, documentary, and animation series;</li><li>the reference and derivative assignments drafted by Bureau Berenschot and categorized by level of responsibility for the <em>AV Sector Assignment Compass</em>;</li><li>additional descriptions created with input from representatives of the various departments at the Film/AV Production chain table, their constituencies, and the Netherlands Film Academy.</li></ul><p>The descriptions provide an initial impression of the tasks and activities per role. The classification by level of responsibility and the associated freelance starting rates have been independently validated by Social Finance Matters. </p><p>In a number of descriptions of the reference and derivative assignments, corrections are visibly indicated. Additionally, the content of the Guide forms the basis for a web application that connects the various practical tools of the chain table.
