We are seeking a program secretary for the fairPACCT program. The program translates the Fair Practice Code into concrete tools for the cultural and creative sector, with an emphasis on fair pay. As one of the two current program secretaries will soon be retiring, we are looking for a successor.

What will you do?

You will work with the fairPACCT team on communication materials and events where the program is presented.
– You will guide existing sector tables in developing their products and support the implementation of the developed tools within the subsector.
– You will support the chairs of your sector tables with the practical and organizational preparation, execution, and follow-up of actions, as well as (financial) administrative processing. You will serve as their sparring partner on both process and content. An external minute-taker provides the reporting.
– You will manage the sector table process: interim working group meetings and the commissioning of research or instruments. You will also be the point of contact for all stakeholders involved in your sector tables.
– You will establish new sector tables, determine their composition in collaboration with the fairPACCT program manager, and recruit an independent chair.
– You will write the substantive documents required for the sector tables.
– You will monitor and promote the current applicability of the developed tools and manage technical maintenance in collaboration with external parties.

Updated guide for fair pay policy

Municipalities and provinces play a significant role in the cultural and creative sector. Since January 1, 2025, fair pay has been a national requirement. For instance, institutions and activities receiving national subsidies must adhere to the
Fair Practice Code. To assist in the concrete introduction and realization of fair pay, Platform ACCT collaborated with the VNG (Association of Netherlands Municipalities). In 2024, we published the guide ‘Van schatbare waarde’ (Invaluable). Since then, much has changed and progressed in the field of fair pay.

Many workers in the cultural and creative sector are self-employed: 57% of artists and 32% within other creative professions. With the Deregulation of Employment Relationships Act (DBA), the national government is tightening supervision over the verification of self-employment status. In the addendum, we outline what municipalities need to examine more closely when assessing the employment situation of workers. Additionally, we discuss alternatives to employment or self-employment, such as secondment, temporary staffing, payrolling, and structures involving private limited companies (BVs) and partnerships.

With this guide, we demonstrate how governments can concretely introduce and realize fair pay. The addendum presents current insights and new examples from various municipalities and a province.

The municipal elections and the formation of new boards in 2026 will create an important moment to formulate and develop (new) policy.
