In December, the Film Festivals Chain Table and the Film/AV Production Chain Table published the current fair pay toolkit for 2026. This year, participants from both chain tables will continue to meet periodically for its annual maintenance.

The Film Festivals Chain Table is also working on additional tools, such as a guideline for (socially) safe and healthy working conditions, and an overarching document in which the fair pay instruments are secured.

The Film/AV Production Chain Table is also working in focus groups on a guideline for cancellations, and a manual with recommendations regarding liability and insurance for materials. For screenwriters, research is being conducted into how fair pay agreements can be translated into a practical tool for negotiations on TV productions, with rates linked to minutes. Work is also underway on an overarching document as a follow-up to the Audiovisual Sector Letter of Intent, in which the developed tools for film and AV productions are secured, so that new parties can easily join.

To further support the practical application of the fair pay tools, the new Platform ACCT and fairPACCT website will be launched soon. A joint working group with participants from both chain tables is working together with fairPACCT to improve communication in connection with this.

The agenda includes the development of a web-based tool that connects all fair pay practice instruments for film and AV production, a calculation tool for film festivals, an overview of frequently asked questions, personas, and instructional videos on the application of the tools.

Pilot for an independent service point for the film and AV sector

From the outset, the intention has been that the consultation between workers and employers, and the use of the fair pay tools facilitated at the chain tables within Platform ACCT’s fairPACCT program, are structurally secured within the relevant subsectors.

At the start of the Film/AV Production Chain Table, it was already clear that this task is complex and encompasses the entire industry column. Many different parties and interests are involved, collective agreements are lacking, and the scope covers the full film production process, from start to finish.

In order to make fair pay and fair practice the norm, the financial basis of film productions must also be strengthened. Because audiovisual production is financed on a project-by-project basis, this requires commitment from all public and private parties involved in the value chain. In addition, to ensure a level playing field with other countries, broadening access to financing is necessary, for example through a tax shelter or tax credit. At the same time, further professionalization of the sector requires more knowledge sharing, cooperation, and continuity.

It is precisely this complexity that means structural anchoring does not happen automatically. Without timely preparation, there is a risk that accumulated knowledge, agreements, and instruments will become fragmented or insufficiently applied. To shape the transition to sectoral anchoring carefully and realistically, it is necessary to explore in a defined period how consultation, knowledge sharing, and support can be organized sustainably.

With support from the Ministry of Education, Culture and Science, a pilot is therefore being carried out in the film and AV sector. This pilot investigates how an independent structure can be set up to act as a central point of contact for workers, employers, chain partners, and other stakeholders.

The pilot has a duration of approximately nine months and consists of two phases: an exploratory phase, focused on organizational form, legal entity, and governance, followed by a trial phase in which the setup is tested in practice.

The pilot is being carried out under the auspices of the Netherlands Film Festival (NFF). The NFF is responsible for project administration and financial management. Doreen Boonkamp, chair of the Film/AV Production and Film Festivals Chain Tables, is involved as a quartermaster. For the implementation, she will engage a secretary, legal advice, and communication support. In addition, the chain table working group for communication, implementation, and anchoring (or a delegation thereof) will also be actively involved.

Photo: Shutterstock

The fairPACCT Film/AV Production Chain Table has updated the fair pay practice instruments that have been in effect since 2025. The new versions will take effect on January 1, 2026.

New tool added

New to the package is the Film and AV Production Role Guide. This guide provides workers and clients with a practical starting point for a clear assignment description. The tasks and activities of a large number of roles per department are described in broad terms and classified by level of seniority, with each level linked to an appropriate freelance starting rate. The Guide aligns with the Assignment Compass developed with the assistance of Bureau Berenschot and, for the sake of completeness, also includes the reference functions and derivative functions described therein. Both the Guide and the current version of the Assignment Compass, in which a number of descriptions have been clarified, have been validated by Social Finance Matters.

Purpose and application

Since January 1, 2025, the film and AV sector must operate according to a collective labor agreement or – if one is lacking – an (associated) fee guideline to comply with fair pay.

The fair pay practice instruments for film and AV production are intended for sector-wide application by market parties and other players in the sector. They support fair negotiations and diligent contracting between clients and contractors and contribute to transparency, a more level playing field, and further professionalization of the sector.

The tools apply to audiovisual productions in the form of short films, feature films, documentaries, animated films, innovative media productions, and drama, documentary, and animation series.

To ensure that contractors are not compensated below the minimum threshold for an assignment, the most current versions of the fair pay practice instruments must always be applied. This is not optional. The study ‘Additional costs of fair pay in the film and audiovisual sector’ by PPMC Economic Advice (April 10, 2025) shows that a significant effort is needed to make fair payment possible in the Dutch film and audiovisual sector. The costs for achieving fair pay rise to an average of 40% for feature films and up to 67% for documentaries, which amounts to approximately 23% of total production costs.

Overview of current fair pay tools for the film and AV sector (from 2026)

Film and AV Production Assignment Compass – version 3.0 (December 2025)
With the Assignment Compass, you determine the level of seniority of the tasks and activities of a specific assignment based on level indicators, reference functions, and derivative functions. This level is indicated by the letters A through K. Each level of seniority is linked to an appropriate freelance starting rate. In version 3.0, in conjunction with the new Film and AV Production Role Guide, various descriptions of reference functions and derivative functions have been textually improved.

Film and AV Production Role Guide – version 1.0 (December 2025)
The Guide complements the Assignment Compass and describes the tasks and activities of a large number of roles per department in broad terms. For the sake of completeness, the reference functions and derivative functions from the Assignment Compass are also included.
Photo: Resume.co / Publication: 2024-12-20

Freelance communication specialist, 16 to 20 hours per week, as soon as possible, until July 1, 2025, freelance

Platform Labor Market Cultural and Creative Future (Platform ACCT) is building a resilient sector. Our focus lies on creating better working conditions, strengthening sustainable employability, and increasing the earning capacity of all workers in the cultural and creative sector. Through collaboration and knowledge sharing, we work with the sector towards a future-proof labor market.

Platform ACCT was established in 2020 as a project-based organisation. As of 1 January 2025, we are the cross-sectoral BIS institution for the labour market, and we are developing from a pioneer into a solid organisation. This transition requires us to strengthen our team, which is why we have a number of additional assignments and vacancies. Pending a more structural fulfilment of Platform ACCT’s communications role in the course of 2025, we are looking for a temporary freelance communications specialist for the very short term, with a focus on content.

Assignment description
As a communications specialist, you will contribute to the successful implementation of the fairPACCT programme. FairPACCT is the programme in which the Fair Practice Code is translated into concrete tools for practical application in the cultural and creative sector. We facilitate and support discussions between relevant parties in each subsector through so-called “chain tables”. The programme will run at least until the end of 2028.

Within fairPACCT, the active involvement of representatives from the cultural and creative sector is central. This involves various disciplines, such as digital culture, pop music or film/AV, different roles, such as makers, producers, venues or funders, and different backgrounds, for example in terms of career stage, education or region.
For instance, the ‘Marketing and Communication Professionals in Culture’ chain table, consisting of various marcom specialists, developed an instrument to promote fair pay for freelance marcom specialists.

Over the past three years, 12 “chain tables” have been established. These will continue to be supported over the next four years. In addition, new chain tables will be launched.
The current chain tables indicate that, in addition to developing new tariff guidelines, for example, there will be a particular need in the coming period for coordinated communication about the products already created, so that workers and those who commission or employ them are and remain well informed.
fairPACCT provides this support through advice and communication tools, including newsletters and its own website. The communications specialist we are looking for will play an important role in this.

What will you do?
As a communication specialist, you are responsible for:

Updating and maintaining the CMS of the website (in both English and Dutch), in collaboration with the web developer. Experience with WordPress and Google Analytics is preferred;

Writing and optimizing web texts and news reports;

Drafting and posting social media content (LinkedIn, Instagram, Facebook);

Compiling and writing the newsletter and any news flashes;

Providing communication support for events and meetings.

You will regularly participate in chain table meetings where you provide support and contribute ideas regarding the communication approach.

Within fairPACCT, you will work with the program manager and the program secretary, the communication officer of Platform ACCT, and other internal and external stakeholders.

More information about the program and Platform ACCT can be found here: www.fairpacct.nl / www.platformacct.nl.

What do you bring?

You have strong communication skills, connect easily with colleagues and external contacts, and work well in a team.

You persevere where others might stop, create clear plans, and organize your work efficiently.

You are creative and linguistically skilled, helping us ensure all communications resonate well with the various target groups.

You preferably have experience within the creative and cultural sector and knowledge of the labor market. It is also beneficial if you know how industry organizations and their representatives and constituencies operate. If you do not yet possess this knowledge, you are able to acquire it quickly.

What do we offer?
You can work hybrid, both from home and at the office, and you can schedule your hours flexibly. On Tuesdays and Thursdays, workspaces are available at our office in Amsterdam. Werkzaamheden kunnen ook op locatie plaatsvinden, hoofdzakelijk binnen de Randstad.

Platform ACCT promotes the application of the principles of equal opportunities and diversity. Platform ACCT sees diversity and inclusion as added value, both for the internal organisation and for the organisation’s products, services and audiences. We also welcome applications from cultural makers who would like to combine their artistic practice with this assignment.

For this assignment, we apply the guidelines developed by the marcom culture chain table. This means we use an hourly rate corresponding to level 6/7, depending on your level of experience. Look here.

You will have the opportunity to work for nearly six months with a compact, hardworking, and friendly team with a strong ambition to sustainably strengthen the labor market of the cultural and creative sector.

If you are interested in this assignment, please send your response to info@platformacct.nl. If you would like more information about the position first, you can contact Noud van de Rhee at noud@platformacct.nl.

We would like to receive your letter and CV by 5 January 2025 at the latest. The interviews are scheduled for Monday, 13 January 2025, in Amsterdam.

Platform ACCT: platformacct.nl
Follow us on Facebook, Twitter, LinkedIn, and Instagram
